Description:Doctors on Duty is a network of 12 urgent care medical clinics located in Greenfield, Salinas, Del Rey Oaks, Monterey, Marina, CSUMB, Watsonville, Santa Cruz and San Jose. Approximately 400 employees staff these clinics that treat about 150,000 patient visits each year. The clinics are open 365 days per year, and use a common “physician practice management system” known as LSS (http://www.lssdata.com), which runs on PCs linked to a single database located on servers at Salinas Valley Memorial Hospital, a partner in Doctors on Duty. All locations are connected via AT&T PNT circuit or Internet VPN to the servers at SVMH and/or the Corporate Office in Ryan Ranch. This position also will assist with IT needs of Doctors on Duty’s managing partner, Cypress Healthcare Partners; Cypress provides medical management services to other healthcare clients.
This position, which is primarily engaged in duties that consist of applying systems analysis techniques and procedures, including consulting with users, to determine hardware, software or system functional specifications, will work with the two existing full-time IT staff, supervised by April Fleeman, Director of Special Projects, to direct and coordinate this health care organization’s PCs (approximately 200+), computerized management information system, and telephone systems by personally performing the duties listed below. This position will assist with software and hardware help desk functions and may be asked to assist our IT technician (Ron Spicer) with installing, repairing and configuring PCs, printers, typical business software and specialized healthcare practice management and EMR software. This position assists in designing, implementing and maintaining LAN/WAN for approximately 20 locations, starting with networking of remote locations for MS Outlook/Exchange Server e-mail. The position requires the exercise of discretion and independent judgment.
Duties:ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

��Provides support to end users in the selection, procurement, usage, and maintenance of software programs and hardware. Must be able to provide first level service and help desk functions for common PC and peripheral set up, maintenance and repair problems, traveling to multiple locations as needed. The most important duty of this position will be to install, maintain and repair PCs, printers and network connections.

��Assists in the implementation, installation, configuration, operation and repair of information systems for the organization, primarily PCs, printers, and peripherals. Must know how to set up a LAN and “punch down” necessary network cabling and perform related “troubleshooting.” Must be able to set up PCs on local and wide-area networks using Windows 2000, XP Pro and future OS releases. Must be familiar with Microsoft Exchange Server 2003/2007.

��Consults with management to analyze computer system needs for management information and functional operations, to determine scope and priorities of projects, and to discuss system capacity and equipment acquisitions. The functional operations include the organization’s LSS Physician Billing and Collection System, MAS 90 Accounting System, the ADP SQL Payroll Application, ADP’s TotalTime Electronic Time Clocks, MS Exchange Server and related messaging services (e.g., Outlook Web Access), PDA (e.g.,
Blackberry and iPhone) and various other business applications, such as MS Word, Access, Excel, Outlook, PowerPoint, Project, Adobe Acrobat, Publisher, MS MapPoint, Visio, etc.

��Assists with the highly specialized physician practice management and EMR systems used by Cypress clients, including GE Centricity, Prime Clinical, Misys, Intergy and eMDs. During 2009 and 2010, DOD and Cypress expect to transition to new EMR and PM systems, likely eMDs, and this position will be involved in the migration/implementation/support.

��Assists other IT staff with issues and problems at clients’ mixed OS environments (i.e., Microsoft and Apple/Mac), currently only involving Central Coast Cardiology.

��Assists with set up and maintenance of hosted access to EMR and billing systems (most likely eMDs), including extensive terminal services and Citrix connections.

��Required to travel to 20+/- locations from time to time to assist with training, repair, set-up, implementation, etc. Though amount of travel to the clinics and facilities may vary from time to time, the position requires up to 75% of the time outside the Corporate Office in Ryan Ranch. Required to carry cell phone when working, as part of “help-desk” functions; Doctors on Duty clinics generally are open 8 a.m. to 9 p.m. 365 days per year, and may be required to be “on-call” with cell phone or beeper during certain “off hours.”

��Provides basic training of MS Office (Outlook, Outlook Web Access, E-mail, MS Word, MS Excel, etc.) applications and Internet Explorer to organization’s employees.

��Required to learn fundamental system parameters and functions of the organization’s LSS Physician Practice Management Billing and Collection System and related features, such as “electronic claims submission” (which requires writing ProComm “scripts”). Understand and help administer the organization’s billing and collection system network, which currently is connected via PNT circuit and Internet VPN circuits to Salinas Valley Memorial Hospital.

��In collaboration with the rest of the IT Department and senior management, assesses, implements, and monitors management information systems policies and controls to ensure data accuracy, security, and legal and regulatory compliance (e.g., HIPAA).

��Assist IT staff with anti-virus protection (Symantec or other) and anti-spam system (currently ORF and Online Spam Solutions) on network and individual PCs, as well as Internet firewall protection (SonicWall).

��Assists, as directed, with computer operation scheduling, backup, storage, and retrieval functions. Back up systems are vital to the company.

��Assists, as directed, with the set-up, maintenance and upgrade of the organization’s LANs and WANs, including the Corporate Office’s servers. Assist with wireless set up, maintenance and troubleshooting.

��Assists IT department in maintaining organization’s Internet access through ISP, as well as completing plan for connecting Cypress’s and DOD’s 14+ locations to Internet and creating WAN messaging capability using MS Exchange Server (2003 and higher) and Outlook. In collaboration with our Network Administrator, implements appropriate security features for Internet access and firewall capabilities. May be asked to assist in development, set-up and maintenance of organization’s and clients’ websites. May be asked to assess feasibility of creating intranet for organization’s internal operations and communications (e.g., employee handbook, policy and procedure manuals, physician and employee schedules, restricted client web pages, etc.).

��Designing, developing, documenting, analyzing, creating, testing or modifying computer systems or programs, including prototypes, based on and related to user or system design specifications.

��Documenting, testing, creating or modifying computer programs related to the company’s highly specialized software or hardware, like the EMRs.

��Must maintain absolute confidentiality and understand the civil and criminal consequences of improper disclosure of confidential, financial, medical and patient information.

EDUCATION and/or EXPERIENCE
Bachelor’s degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience. Must have extensive experience with Windows XP/2000/NT (server and desktop), Internet Explorer, MS Office applications, MS Outlook and Exchange Server, SQL servers, Access, data back-up software, anti-virus software, spam filters, firewalls and VPNs. Must be able to install, configure, diagnose and repair PCs, servers and peripherals (such as printers and scanners). Must be familiar with telephone systems and voice mail systems, such as Lucent’s Merlin and Partner systems. Must be familiar with TCP/IP (and other common protocols), DSL, cable Internet, Internet connections, wireless, VPN, encryption, Windows Terminal Services and Citrix.
